The Renters' Rights Act 2025 is now in full effect, and for landlords in Bookham and the surrounding villages, the landscape has changed significantly. Here's what you need to know.

The biggest change: Section 21 is gone

From 1 May 2026, assured shorthold tenancies no longer exist. All tenancies are now periodic — rolling with no fixed end date — and Section 21 "no fault" evictions have been abolished entirely. If you need to regain possession of your property, you must now rely on Section 8 grounds and provide clear, evidenced reasons. For landlords in Bookham who have historically used Section 21 as a straightforward route to end tenancies, this requires a change in approach and, in many cases, better record-keeping from day one.

Rent increases are now restricted

You can only increase rent once per year, with a minimum of two months' written notice. With the Bookham rental market remaining strong — driven by excellent schools, the Surrey Hills on the doorstep, and fast rail links into London — rents here have been rising steadily. The new rules mean annual reviews need to be planned carefully rather than left as an afterthought.

Tenant rights around pets and benefits

Landlords can no longer unreasonably refuse pet requests and must respond within 28 days. Equally, refusing tenants on the basis that they receive benefits or have children is now unlawful. For landlords who have historically been cautious in these areas, this requires a rethink of how applications are assessed.

A landlord database is coming

Later in 2026, the government will begin rolling out a national private rented sector database, which landlords will be required to register on. An ombudsman service will follow. These are worth preparing for now.
